Lu Min holds a Master’s degree in Engineering. He is currently Secretary of SSPU Party Committee. 

He has successively served as Deputy Director and Director of Measurement Division of Shanghai Municipal Bureau of Quality and Technology Supervision, Vice President of Shanghai Institute of Measurement and Testing Technology, Director-General and Secretary of Qingpu District Bureau of Quality and Technology Supervision, Chief Engineer of Shanghai Municipal Bureau of Quality and Technology Supervision，and Chief Engineer and Vice Chairman of Science and Technology Commission of Shanghai Municipality.
